Currently, we have a mishmash of inconsistent responsibilities and accountability requirements. In early childhood education and care, the states are largely responsible for licensing and regulating childcare centres, which the Commonwealth funds and accredits and with its own quality-assurance system attached. The end result is massive duplication, with childcare centres having to report on policies and practices to two levels of government.
