This would be integration beyond anything established in the various treaties. The idea was to present the European Union as being a flexible organisation, as opposed to a rigid one, where member states were able to introduce their own ideas on integration rather than being bound by the institutions of the EU. The process was relabelled enhanced co-operation in the Treaty of Nice. However, some important changes were introduced in the Treaty of Nice. The most notable of these was the removal of the right of any member state to veto any proposals under enhanced co-operation.
